EU Twinning Project “Peer-to-Peer institutional support to the Office of the Auditor-General in Zambia” is a pioneer by spearheading Twinning in Zambia, the very first country where Twinning with specialized agencies and institutions of EU Member States is being pioneered outside Europe’s immediate neighborhood, indeed in Africa.

This is a new chapter in the relation between Zambia and the EU and its Member States. Twinning lifts the European Union’s and our Member States’ cooperation with Zambia to a new level. This means a movement from aid to development to true partnership.  It presents a pave the way to become even closer partners in development. This is why this Project allows a new perspective of cooperation between the EU and Zambia as well as a wide range of Africa.

The Twinning project with the Office of the Auditor-General has been implemented by a European consortium from Austria, Finland, and Croatia. The project is a part of the EU 11th European Development Fund funded “Effectiveness and Transparency in Management of Public resources (EFFECT)” Programme, which aims to strengthen Public Financial Management, including greater accountability and transparency, in Zambia.

Improving the oversight of public spending by the Zambian Supreme Audit Institution is the main objective of the Project and cornerstone of the EU’s engagement in Public Finance Management development in Zambia. The Project will allow that Zambia follows an innovative approach, meaning the Twinning approach, through which mutual genuine cooperation will evolve to a true partnership between equal partners.
