The overall objective of the project was the harmonization of the Croatian Customs system with the EU standards in control of excise goods and Information and Communication system supporting the concept of the Authorized Economic Operators.
The purpose of this project was:
– to provide support to the Croatian Customs Administration (CCA) in the management of the EMCS Phase 3
– AEO IT developments encompassing the management of all business and functional aspects of systems implementation surrounding the introduction of the new computerized system, particularly in the areas of organizational restructuring and procedural reforms
The project aimed at meeting the following results:
• Improvement of project management structure, procedures and working methods
• Reinforcement of administrative structures and capacity building in conducting and managing IT developments and projects
• CCA support with EMCS &AEO-related liaison with the European Commission, Member State Customs Administration and the Consultant for the follow up software development project
• Legislative and procedural arrangements and changes resulting from introduction of EMCS & AEO
• Support to CCA in project management and software development project for the national EMCS Phase 3 software
• Preparation and conduction of training programmes on excise duties
